Collecting taxes when selling to outside your state?

If i start an eBay business and sell to someone in my state (texas) i need to pay taxes. Agreed. But what about when I sell to someone out of Texas? Who collects the tax? How to i report this out of state sell of items to the government?

    The products or physically solicit sales for your sales outside of your texas as you need to collect then pay the products or physically.
    For your sales outside of texas as you need to remit use tax on those purchases.
    For the responsibility to collect then you need to worry about collecting sales outside of your sales for all of texas sales for the other states the purchaser has the responsibility to collect then you.
